It may seem inane, but you want to stock with fish that will not outgrow the tank.
What Chris said and Dwarf Gouramis, Three-spot Gouramis, Paradisefish, Corydoras...ect. Try to get a variety of fish who prefer different levels in the tank. (Top, middle, bottom)
Gouramis like the top, and Corydoras are bottom feeders.

What kind do you like? There are a lot of possibilities.
You could do a livebearer tank with guppies, platys, swordtails, or mollies, or a community tank with barbs, tetras, rasboras, danios, corydoras, small loaches, a betta, or a dwarf gourami.
That's a lot more suggestions than you could keep in a tank that size, but it will give you some idea of which species to begin considering. This website gives some "preplanned" communities of fish that are compatible: http://www.elmersaquarium.com/h701elmers_freshwater_handbook.htm The communities 1-3 would be suitable for a tank your size. Just keep in mind that some species should be kept in groups (barbs, tetras, danios, rasboras shuld be in groups of 5+ by species, the corydoras and kuhlii loaches should be in 3+ by species). Ones with a hardiness rating of "A" or "AA" will be the easiest. Just find ones that need similar temperature conditions. You could add some driftwood and/or plants (if you don't want the maintenance of live plants, get silk ones).

I would recommend staying away from tiger barbs - these tend to be more aggressive to other fish.

I would say
3spotted or dwarf gourami they stay small
a group of tetras(neons and black skirts)
cory cats
and couple otos(Dwarf Otos are best for size and cleanliness from algae)
Brabs would be ok but they will anoy other fish if kept under a good group of 6.

if it is cycled and empty,
try looking into the basics like tetras and brabs.
tiger barbs, rosy barbs, neons, cardinals, lemons just to name a few.
