Goober is slang for phlem/spitball. It is also the name of a candy sold mainly in theatres (it's candy-coated peanuts).
The phrase you mentioned is from a 50's TV show (ndy Griffin I think) where Goober was the dumb yokel (http://en.wikipedia.org/wiki/Goober_Pyle).
