From the Disney website:
I would like to be an actor in a Disney film or television series. How do I get started?
As with any career, education and practice are important. A good first step would be to discuss your interests with a school counselor or drama teacher. If you are not currently enrolled in school, we recommend taking some drama courses at your local college. We suggest you familiarize yourself with a local theater group in your area, and read the entertainment industry trade papers, which are available at most libraries. In these you will find advertisements for upcoming auditions. Also, The Walt Disney Company employs thousands of performers for the various Theme Parks and Resorts. Auditions are held regularly to cast singers, dancers, actors, DJs and VJs, musicians, and bands. For information on these exciting opportunities, please visit our Disney Audition site. When you feel ready to do so, you might consider finding an agent. Their job is to locate work suitable for you. As most film and television organizations require agency representation, having an agent is almost essential for getting paid work. Please understand that we cannot recommend a particular agent or talent agency. For information on how to find an agent in your area, please consult your local entertainment trade papers or the career and entertainment sections of your local library.

I don't know how old you are, but they do have that commerical thing of "Check this kid out!" So, try and do something notable, like volunteering, starting a club, or coaching a sports team or SOMETHING. It will get you your five minutes of fame, and then they may notice more of you. It'll be hard, but just try being an extra. See where their studio is, and pay attention to notices. Or, better yet, apply for an enterainment job at Disneyworld/land, depending on where you live. From there, try and see if you can't move your way up. This is an unlikely possibility, but if you know any Disney channel stars or even someone small who works for Disney, ask them how to start a career with Disney. Lastly, don't stop if you fail. Learn from your mistakes. However, you do need to keep in mind that you just may not be what they're looking for right now, so consider trying to get into something else. Leave options open, but don't abandon your dream either.

The reason you can't find Disney auditions anywhere is because the general public is not privy to the information. You can't just go audition. If this is really your dream then you'll have to do it the proper way. Get good enough to act with the finest in the world. Learn your way around the business. THEN try to get auditions. Not one second before.

You need a lot of acting experience and a Talent Agent. If you have already performed in commercials, on television, in movies, mail your acting resume and headshot to Disney.
If they are interested they will contact you.

Try Proscout. That's what I'm doing right now. I find it to be legit. But you can decide for yourself.
