Show up for brunch.
Most people have parties in the evening or afternoon. She won't be expecting something in the morning.
Please don't try to have her fake arrested or call her to the hospital for a fake accident. Yes, those ideas will be a surprise, but not a very pleasant one. You might try having a friend call her over for a minor emergency, like, "I broke up with my boyfriend and I need to talk." Or "My mother is saying I skipped school yesterday and the cops are saying I am a suspect in a crime...."
Another good way to surprise her is to hold the party early, or to hold a lame party that afternoon with just a few friends and then hold a grand party that evening. Of course if you use that idea you could be letting her down a little.
The best surprise is one that is spontaneous. My favorite birthday was when I was in the Army and a group of friends said lets go out to the mall. They took me to an ice cream parlor that serves huge servings of ice cream (ice cream is my favorite food). It was the best birthday I every had and even after 20 years I still remember it.

say its just gonna be u two then get everyone to come over when u go to pick her up from sum place n make it seem special 4 just two then wen she sees every1 else shell be all excited cuz she was only expecting 2 but make sure she likes eveyone there
