86 is pretty warm but 38% humidity isn't all that high. It shouldn't really be making you feel out of breath even if it's very high, not unless you're physically exerting yourself. It can make you feel hot, sweaty, tired and so on but not so much out of breath.

38% isn't very high. 50% IS considered pretty high, but it's not extreme. Depending on what you're doing I doubt 38% humidity would make you feel out of breath.

I currently live in tropical Asia. The normal humidity is around 40-50 percent in the dry season. During the wet season it is not abnormal to be around the 90 mark for a few days. This means that the walls are wet in your house and you washing never dries. But I haven't felt out of breath during these days.

It all depends on the temperature too. But 20 to about 60% relative humidity is in the comfort range for most people when it's about 70 deg F.

Anything under 50 makes me parched all day. When I wentto Vegas, my lord I needed hard candy and water every 1/2 hour. Deserts typically have 5% humdity or so.

But then again, I live in South Florida... which used to be a swamp. We usually have 70% in summer, not sure about other seasons. I have no idea what is normal. Check out humidity on wikipedia or weather.com.

38% humidity is pretty normal on dry side, but not quite desert dry. You start getting that really Muggy feeling around 60% and above.

Humidity frequently reaches 100% in coastal regions. It's not exactly pleasant, but it's very common.
Current Nantucket, MA humidity: 84%
