Let's go over this again. You have DSL and because of the distance from you to the ATT DSLAM, the speed ATT delivers is slower than you would like.

You want it faster and want to change your internet location. This means you do the following:

1. Find a new place close to the DSLAM. Remember we are talking wire distance and wire is not always run the shortest distance.
2. Move to that new place.
3. Transfer your ATT account to the new location.

You have to physically move. Like, find another place to live.

DSL speed is limited by the distance between your residence and the nearest DSL routing center / office, where the DSLAM is.

You ought to check out your line quality, though. Make sure your phone jack is actually connected well on the inside (take it out of the wall and look), and remove all other devices plugged into the phone lines. Then, reboot the modem and try using your connection. If you see an increase in speed (try the tests at DSLrpeorts.com), then your speed issues are a result of devices in your residence.

You can't change your location. Only AT&T has the control to change you account settings. However, if you go to your My Account page, you can change your billing address.
