I want to make a quilt that is waterproof on one side and soft on the other. To use for picnics and sitting under when out on my porch in the rain. It needs to fold well and be machine washable. Is this possible? If so, what kind of fabric would I use?

Yes this is possible--there are many types of material you can use for the underside of this quilt so some shopping around is needed for you to find the one that fits your needs. Be aware however that any stitching through this material will render it no longer waterproof so you should add the waterproof material after stiching the top then add the underside with only a rolled up hem. Enjoy your picnics!!

I don't see why not. I assume the back side would have a sheet of plastic sewn in. Probably I would fasten something lightweight, maybe what they use for a plastic sheet for bedding, like a mattress cover. They're washable. I would tack it down on the backing when finishing the quilt and trim anything that sticks out before adding the binding.

If they sell cheap (fleece) blankets with a waterproof backing near you you can add your own work to the top.
But careful when stitching, do not sew through the waterproof layer.
