Gessner is a street name. South Gessner to be exact.
The Filipino store could be the Hong Kong market at Gessner and Harwin Dr. It is not exactly a "filipino" markey but it is an Asian market. A big one. There are probably more asian stores in the same strip center.
On Bellaire Blvd, there are many asian markets. you want to go to Bellaire Blvd between Wilcrest Dr. and Gessner. This is only a few blocks from Gessner and Harwin. This is known as Houston's "Chinatown" but reprents far more than just Chinese culture. Many parts of Asia are represented here.
On Harwin you can find tons of shops selling clothing, accessories, tools, furniture, beauty supplies, ect., all imports from around the world. This is where counterfeit namebrands are often found.

The Hong Kong Market is an Asian food store and not a Filipino clothing store. But, it is probably in the area that you want to shop. Gesner between Harwin and Bellaire and west along Bellaire to West Belt is China Town. There are lots of stores here but Harwin has the cheap discount clothing stores. Best of luck.
