what if it is a custom built one? and if it is new, it had a mso?

NO they have a manufactures certificate of origin.

Traditionally a vehicle does not get a title until it is first sold. A title is issued by the state where the vehicle is registered, in order to0 be registered it must have an owner.

The MSO is issued by the manufacturer and some states view it as akin to a title for an unsold new vehicle.

Title is generally by frame number.
Unless a 'custom` bike is on a non-standard frame,
the frame VIN applies.
A dealer should be able to provide you with a title for a new vehicle.
