While most countries have immigration laws that prohibit felons from visiting their countries, these laws are rarely enforced. Most people do not realize just how many felons are out there. If immigration and customs in every country started to enforce these laws. it would create chaos. Turning back people at the borders and sending people back on already over crowded flights would be a logistical nightmare. So... The Murderer can go just about anywhere he wishes as long as he is off probation and not someone that has had to much press. There are rare occasions when people are turned back from the borders. But usually for drawing to much attention to themselves in the press.

Yes...But, it depends on the terms of their provation. As far as the American government is concern.
