No, this is not true.

This rumor likely comes from a humor book (The Real Thing by Kurt Andersen) that said "Bert and Ernie conduct themselves in the same loving, discreet way that millions of gay men, women and hand puppets do. They do their jobs well and live a splendidly settled life together in an impeccably decorated cabinet."

Some people are so virulently anti-gay that they do not understand humor.

A North Carolina preacher attempted to get Bert & Ernie banned under an anti-gay law and said "Bert and Ernie are two grown men sharing a house and a bedroom. They share clothes, eat and cook together and have blatantly effeminate characteristics."

The non-profit producers of Sesame Street, Sesame Workshop (formerly Childrens Television Workshop) have said:
"Bert and Ernie, who've been on Sesame Street for 25 years, do not portray a gay couple, and there are no plans for them to do so in the future. They are puppets, not humans. Like all the Muppets created for Sesame Street, they were designed to help educate preschoolers. Bert and Ernie are characters who help demonstrate to children that despite their differences, they can be good friends."

There is no evidence to back up that rumour. It was started by gay activists years ago but aside from two single male puppets sharing a bed,( likely for economic reasons as sesame street is an urban show which often dealt with issues like poverty) there is no evidence to back up the claim that they were meant to be presented as a gay couple. As a matter of afact. one of the puppeteers WAS gay and tried to demand that they puppets be presented as gay. Instead the producers killed off Ernie.

They're puppets on a children's show. Puppets on a children's show don't have sexuality or orientations. It's never been said that they are gay or straight, but I could easily see how it could go either way. Personally, I think you can decide whatever you want.

Not, that they are gay, but that two puppets could actually get it on!

No, they are simply muppet characters with no sexual orientation. Tinky Winky from the teletubbies however, is a big flaming 'mo.
