He should, but your link doesn't mean it has happened.
Strong handed tactics and brutality have never really worked. When you figure out why a person is doing what they are doing, you have a much better chance of knowing what other people like them will do next. Victory by crushing all oppostition does not work if the reasons for the oppostion remain in place.
I can't tell if bush gets this yet.

I hope so. I think if someone has information that could save lives, we should do whatever it takes (short of serious physical harm) to get that information out of them.
