Yes, there are a few bars in which you can smoke: Tiki Ti (Los Angeles), The Goat Hill (Newport Beach), and Jaspers (Costa Mesa). A lot of LA restaurants have "al fresco" dining, so you can eat and smoke (although you might get the evil eye from the non smokers around you).

This a tricky question; yes there is. But you have to realize they know it's illegal and proprietors/managers are always nervous to allow new unknown smokers to light up (they never know when they'll be rated and or fined).
The places: most restaurant and bars in Korea town, Los Angeles e. g. Chapman Plaza containing up to 5 bars/restaurants. Really almost anywhere K-town there is smoking allowed. Some places are converting their conditions to allow smoking.
