I count vouch for any sites that are exclusively for pen pals, but Live Journal has communities where you can ask for snail mail pen pals. You can join Live Journal for free.

Google it I have done this before and I found some sites too it was pretty cool also maybe you could start by asking people you know to write to you, I have a lot of pen pals and I started writing when I was little I found magazines that had them in it, also you could ask people at your work or something.
