They also told her that she would need to replace ALL of her home's gas lines. And here's the question; do gas lines deteriorate in such a way that replacement is necessary. Her home is on a crawl space. Her plumber's estimate is $3000.00.

I would ask first how old the house is. Second, I would ask that what was the reason for replacing the service line and meter? Was it upgrading service? Did your customer add or increase her gas appliances?

Perhaps the main supply line is too small to handle the appliances in the house?

I wouldn't assume that the lines are deteriorated, unless that is what the serviceman said.

The lines should not detriorate on their own. Unless they are exposed to external forces such as buried in the ground, water leaking on them over time, etc.

rust can eat through them.. have someone else check what the lines look like and any reason why they would need replaced.. not just because they said so.. could have some crud in the lines but thats what drip legs are for at the appliances

If she didn't ask "why", she should call and find the reason. Could be undersized, could be leaks. Big difference in cost to repair.
