For the same reason here in the states that when a forest catches on fire, the tree huggers who would not let it be cleared out, or roads put in to manage these lands, run the other way. And then they expect others to pay and fight fires that are the results of their stupidity in the first place. They should be the ones given a shovel and put on the front line, or as you say, marched into the Iraq's markets and told to stand in front of the civilians.
