By reading my answer to this question, you have taken a few minutes out of your life to entertain my musings.
Our lives indirectly impact one another, whether we like it or not. Somewhere, someone may be waiting to log on to Yahoo!, and due to heavy traffic (you, me, and others online), that person is having to wait a bit longer to get on.
Someone may call you "out of the blue" after years of absence from your life. Maybe they were just reminiscing about your high school days and wondered how you were. And maybe their phone call was just the thing you needed to hear to brighten your day.
You never know how great an impact you have on another person.
Thanks for your question. You have made a positive impact on me today!

Most people will be considered impactful if they demonstrate in one way or another a sense of compassion or caring for the other individual. Some people's lives have been so diffiucult that even a common courtesy, or daily kindness will have a long lasting impact.

we impact some one with our actions, you may or may not realize this fact. everyone of us touches someone else.
I get mad with my mom, take it on my sister, she can not get back at me and takes it on someone in the neighborhood. and so it goes.
also good things impact us. You have kind words for me, I am good to you and to someone else, and you will do the same.

If I said that you are a very pretty young lady (which you are), then maybe that will put you in a good mood. So I guess the answer is YES!

Yes, either positely or negatively!!! Whenever we meet another person, that is exactly what happens!!! We either like them and want to see more of them, or we are repulsed by them!!! It is human nature.
May God bless you.
