i was wondering if there is any company out there that would rent a 19 yr old male a car , he has a clean driving record etc

You can rent a car, but often times you'll need a co-signer over the age of 21 or 25 depending on the state.

No, you have to be 25 to rent cars. Unless your military and then the only one that would rent to me was Enterprise.
