The headline means nothing with any actaul criminal activity, high crimes and misdemenours,

will they also impeach congress and the senate for voting to go to war?

The only crimes that can easily be proven are:

Violation of Title III of the Omnibus Crime Control Act (18 USC 2511, 50 USC 180x) for warrantless wiretapping. He's publicly admitted to the underlying actions.

Violation of federal war crimes statutes (18 USC 2441). He's publicly admitted to the underlying actions, and the Supreme Court has confirmed it. See Hamdan v. Rumsfeld and Hamdi v. Rumsfeld.

Contempt of Congress (18 USC 1001, 2 USC 192). He's publicly admitted to the underlying actions. If nothing else, because he ordered his aides to ignore Congressional subpoenas entirely. The proper procedure for invoking executive privilege is to have the person show up, and then provide the required evidentiary support to show why the privilege applies. Not showing up at all is contempt of congress.

For all of these Bush has claimed some justification, saying in effect that he is entitled to violate these laws. Even if that were true, these are affirmative defenses that must be raised at trial. They do not invalidate the prima facie case that the statutes were violated.
