That is absolutely horrific. Tell the owners to pull their heads in and tie up the little mongrels. Sorry, but that is so not fair. If it was just as a cheeky things the dogs did (there are some at our barn that actually "play" with the horses and they play with the dogs but never hurt them.) it wouldn't be so bad. The fact the horses are escaping and being hurt is almost a criminal offense. They are damaging someone else's "property" for lack of a better word. Speak to your council first about possibly making a complaint or the police to find out your rights. They may just tell you to take it to the council though. If you catch the dogs attacking your horses, it's not illegal to use a shovel in self defense over their head. If they are hunting-type dogs, they should be locked up as they are dangerous just in that sense. Don't be afraid to be brutally honest and cruel to your neighbor's esteem. Take action ASAP or you could return to find your horse down. Hope everything works out and good luck! (:
