An incredibly easy program to use is www.Picture2Icon.com
I am not sure what you mean by "without having to download anything" because any program you get from the internet has to be downloaded.
I use this all the time and it is almost a sin concerning how easy it is to use. open the program, search for a picture or clipart on your computer, click on save icon and it's done. You do have to know where you are saving it to so when you try to use a created icon you will know where to look for them, I have a folder on my desktop that has them all.

There are free favicon makers online. Favicons are those tiny icons displayed in tab titles in Firefox and IE.
To draw your own favicon or create it from a pic:

Can't find an online resource to create desktop icons, sorry. All desktop icon makers seem to be programs that you need to download and install.
