1 is the symbol for the unity element in any unital ring. It is also the symbol for the identity, that unique element for which (if the operation is *) a*1 = a and 1*a = a.
What a previous answerer said is true: 1 has no meaning in itself; it is just a symbol. You give it meaning according to how you use it.
