Why are gray when they are full of water then why do they become white? Clouds are water, so why do they change color witht he different levels of water?

Three things to consider -

1. the amount of water comprising the cloud will influence how dark the cloud is. If you look through one sheet of wax paper you still have a decent view in front of you, look through 10 and it's murky.

2. the composition of the cloud will influence how dark the cloud is. You are correct that clouds are made of water, but water can take on 3 different forms within the cloud, water vapor, liquid water and ice. All 3 forms scatter light differently and the "grayness" of the cloud will vary with the composition.

3. where you are in relation to the cloud will influence it's grayness. Water is a very good reflector - especially ice - but not very good at allowing light to pass through it. So if you are between to sun and the cloud, it's going to be whiter. It the cloud is between you and the sun, it's going to be darker.

the only way to get white is to create a never repeating patern of droplets when they reatch a high enough concentration in clouds they interact and repeat
