If he is parking on the same side of the road as your driveway and obstructing it, he is committing an offence.
However, if he is parking on the opposite side of the road, there is nothing in law that you can do. He is perfectly entitled to do so.
I witnessed a similar situation between two neighbours a while ago. It got to the point that the police were called on 2 occasions. They politely explained to the complainant that it was not an offence to park OPPOSITE somebody's driveway...

We have the same problem on our narrow street. No-one can park on the road because there are alternating driveways all the way down. I politely ask one of our neighbours not to park opposite ours and luckily they stopped.
You can ask the your Council to put 'H' markings across your driveway (see Blackpool Councils website as an example. Perhaps yours has something similar.) I don't know how you would get on asking for one across the road from your driveway but there's no harm in asking them.

Explain to the man your situation if he still blocks your driveway get in touch with the police, they should give you advice. I dont think the traffic wardens will help you unless they are parked illegally,(i.e. Single yellow line or double yellow line on the road).

I think it says you are not to block driveways, have a word with the council to see if they will put a white line down, even you are not allowed to park on that, so that would mean they are parked illegally, I know as my neighbour has a white line , she is not even allowed to park on it to get her disabled Husband out the car, you have to leave it free, as it is over the entrance to the driveway.

Even if you have a dropped drive, if the guy is parking across the road he is not breaking the law. How narrow is your road? and is this preventing getting out. If you are worried about you parents than park you car across the road, this will prevent him from doing so and leave you free, In the meantime you could widen the access to your property which will give you more room to manoeuvre. Do you have a lowered kerb? If so then you are entitled to have access to your drive, if no lowered kerb then you have no right. If you need access then you should phone the police and state that the other vehicle has mad it impossible to enter or leave your drive and let them do the talking. You must have a very narrow road if a vehicle parked opposite can stop you getting out or in.

to block someones access is classed as obstruction, as far as i know. have another word with the parking clown , try to keep calm and explain the parent situation, if no joy look into it further with the police and the council.
i once had a guy parked actually in my drive, while his wife was visiting someone across the word. he was calmly reading a newspaper !!

whatever you do dont go to the police because all they will say is that as long as you have valid tax on the car you can park there! some help!!!! this happens to us alot of the time.
