This depends where you are located. If you are in a location where the blocks are measured in the inches, see list below.
Check with local and national building codes - requirements may vary according to where you are located.
height width length use
8 4 16 non load bearing particians and
inside portion of an exterior solid
masonary wall (tied to exterior wall
finish usually every four courses of
brick or 2 courses of architectual
block.)
8 6 16 Non load bearing interior walls
8 8 16 load bearing walls where the floor is
frame construction - not foundation
walls
8 10 16 load bearing walls in basement
foundation
8 12 16 load bearing walls in basement
foundation for 2 stories
8 16 16 pillars for supporting beams on long
spans

There is a good waterproofing paint you will find at any of the major building material company's. I used it on my first homes basement walls and was real happy with it. You have to have a clean dry block surface first. If you have had a leak problem you may have some mold. Clean any discolored areas with a bleach water solution to kill off any mold and dry the area well before painting with waterproofing. When the weather permits check around your outside foundation and build up any areas that do not slope away from your foundation. My guess is you have a low spot where the leak in your basement is that needs to be built up.

Donmohan2 is almost right. The "Nominal" size of a standard Concrete Masonry Unit (CMU) aka "cinder block" is 8" x 8" x 16" when installed counting the masonry mortar as part of the finished size. The ACTUAL size of a standard full sized CMU is 7 5/8" x 7 5/8" x 15 5/8" (the difference between actual and nominal is in the mortar joints surrounding the installed unit).

My partner whose in construction says:
A standard building block is 17 inches by 8 and a half inches.
Allowing for bed two blocks laid one after the other is one yard and two blocks on top of each other builds 18 inches.
If you want to calculate the number of blocks req'd per square yard its: 2 blocks by 4 blocks.
Hope this helps
