I know that some states (like North Carolina) have a free online database for anyone to inquire for any property in the state. I understand that some states, counties, and cities don't offer, but through a subscription to a GIS server it can be downloaded. What websites should I inquire?

Go on the Internet to your county's website. It will be in the form of http://www.co.COUNTY.STATE.us (ex.: http://www.co.mecklenburg.nc.us/). On this site there will be a link somewhere to county mapping. You will find it there. If you aren't in a State where it is offered, you may find some links through the US Geological Survey website, good luck.

Download and use Google Earth. It covers the entire planet.
