America engages in direct fraud and political fraud.
Nigeria just has a reputation (because of the past decade) for a high-density of email fraud scams.

According to more than a dozen sites I found on the web, including the one below Nigeria is the capital of fraud. Not just in per capita but in total fraud period.
If the UN, the US State Department, the European Union and Fraud Watch International all post on there websites that Nigeria is number one, then it IS number one.

Uh, because there are like 18 million scams on the Internet running out of Nigeria because they do nothing about it at all... at least if someone rips you off in the us, the police of FBI will look into it and try to arrest someone.... nobody does anything to the Nigerians and they rip off people(I admit, usually very stupid people) all the time... I am not saying Nigerian people are bad, I know someone who had a Nigerian roommate and Wally plays for the Bears and is a fellow IU alumni and he is Nigerian royalty and a really nice guy, they just have a major, major problem with scammers there

Because of a scam that started in Nigeria decades ago. First by mail, then by fax, and now e-mail. They send you a check and you cash it keeping a portion for yourself and you wire them a handling fee. The check bounces and you are out the money you sent.
Because of the blatant bribes and refusal of the government to work with other nations when there citizens use various forms of communication to commit crimes outside its borders.
