Turn off the main feed to house for one month to see if you have a leak or a toilet that runs. Then if the bill changes, call the water dept and they will come out to check. My Friend had this happen and he found out the neighbor was watering their lawn with his water, he had to press charges to get him to pay for the water that he stole.

Make sure there isn't a leak anywhere in the house, if there is it could cause water to be used. Also are there any faucets outside? Is it possible a neighbor is using one if there is? If there is then see about turning them off from somewhere inside the house so there is no way they can be used.

Take a meter reading and then check it in a few days. Could be a toilet leaking or someone using your outside faucets. When looking at the meter, most have a small triangle that will move if even small amounts of water are being used.

You may have a leak in the bathroom or somewhere to cause such a fluctuation. Yes, call the water company and ask them to give you ideas to check on water line. They should do this for you.

Try turning off the main line to the house. In Chicago we have a main line that comes in with a valve and turning it off the water will not run and your meter will not move.

I live in upstate N.Y. and get out for Jan.-Feb. and March, to Myrtle Beach. I shut off the water, open all taps, put anti freeze in the traps,set the thermostat at 50, 3 years no problems, My son checks the house every few days. As we speak it is 4 degrees there.

I worked for a builder once who had built his and his next door neighbor's house and he got caught with a waterline piped-in to the guy-next-door's water main, and hooked to his swimming pool. All underground. He did go to jail.

You need to speak to your utility dept. In my township (but all vary), there's a $70 quarterly charge regardless if you use water or not. I'm assuming your township doesn't have that charge or else it shouldn't fluctuate.
Your bills may be estimated & then actual too.

Are you sure the neighbors aren't "borrowing" from you. i had a friend who found a garden hose going across his back yard to the nieghbors to FILL UP their pool.
