While I would be inclined to say The Doctor, as no one has mentioned The Hawk, and you mentioned that the past is to be considered, I'll have to take Connie Hawkins as a Sun. He was The Human Highlight Film before highlights became the de riguer province of ESPN and others. Those who say Baylor, well, I missed seeing him in his prime, and cannot argue against it. I am of the thinking that, as dunks got punished for back then, that he was more a twisty/drivey slasher than a dunker, and a great one at that. I cannot recall ever hearing him mentioned in dunktalks. This is a dunker question, and though Baylor was undoubtedly innovative, I just don't know about his dunking accomplishments.
To reiterate, I'll nominate Cornelius Hawkins.

Vince Carter! Sad though that the NBA dunk contest are just for the rising stars. if all the best dunkers come together, Vince will still stand out. He does crazy dunks even during actual games. He can powerdunk or he can dunk with finesse. Whichever way you want it.
Michael Jordan comes in second.

Greatest dunker of all-time was Dr. J during his ABA days. By the time he joined the NBA, he'd had knee surgery, and, believe it or not, wasn't the player he had been earlier.
Vince Carter, 'Nique, & MJ, are other obvious choices.
Under-rated or forgotten spectacular dunkers include Darrell Griffith, Connie Hawkins, Darnell Hillman, and David Thompson.
ADDING one more comment, in response to the post stating that Darryl Dawkins was the first to break a backboard.
In fact, the first NBA player to break a backboard was Chuck Connors of the Boston Celtics. Chuck also played Major League Baseball, but is best known for playing the role of Lucas McCain on "The Rifleman". A number of other players also broke NBA backboards before Dawkins; notable among them was the great dunker Gus Johnson, who actually broke something in the neighborhood of six backboards during his career.
So, Darryl wasn't the first OR the only, but for some reason, he's the most well-known for doing so.

Vince Carter does dunks that some people can't do in the Slam Dunk Contest. Except he's done some in a game. I'm not a big fan of him. But you gotta give him some credit for those dunks

Def Josh Smith. Dunk contest was getting boring for awhile after everyone mastered through the legs and 360s. Fred Jones winning the dunk contest just for bringing it way back? Josh Smith saved the dunk contest and came outta nowhere. Plus he's really good in actual games.
Worst: Chris Andersen hahaha

Darryl Dawkins was the first to shatter the back board, Jason Richardson had some good moves along with Vince Carter. You can't go wrong with Dominique Wilkens, Julius Erving, Michael Jordan or any of the others I have mentioned

When it comes to dunking and creativity, versatility has to be the biggest factor. You have to consider jumping off two feet, one foot (left or right), spinning left or right, reverse, distance, power, hangtime, finesse, two handed, one handed left or right, alley oops. Not many players can do all of those, but I'd have to say Vince carter meets most of that criteria. He could dunk any way anytime. im not much of a fan of his but have to give him the title for best dunker.

I have to give the vote to Vince Carter..although if Kobe were to participate..I think Kobe would blow him away! Last years dunk contest had my favorite dunk though...when Dwight howard put the sticker of his face at the top of the glass while dunking with his right hand! LOL
