If you have Windows XP, you could use Move Maker
C:/Program Files/ Movie Maker
Its pretty good software, but it has its downs.

The fastest and best way to do it is with hjsplit:
http://www.freebyte.com/hjsplit/
Download and install the software, run it and follow instructions to split your movie file into parts of size that you specify (in MB).
The person to whom you send the movie will need hjsplit to rejoin the parts so do send the above link to them too.
You can also do it with WinRar:
http://www.rarlab.com/download.htm
Click the "English" link and follow instructions to install.
Once you've installed it, start WinRar.
Go to File --> Browse for Folder (or hit Ctrl+T)
Navigate to the folder where you've stored your movie.
WinRar will show you all the files in the folder. Click the movie to select it, then hit the "Wizard" button on the top, just below the menu.
Click the "Create a new archive" radio button.
Click the "Next" button at the bottom of the Wizard. You'll get another window asking you to select the files to add. Click the movie file to select it again and click OK.
The wizard will suggest a name. Change it if you like or just hit "Next".
This part is crucial. On the next screen, you'll see several options. The following are important:
Click "Create self-extracting [.exe] archive"
Below the "Set Password" button (which you MUST NOT click) you'll see following text followed by a box, "If you wish to split the archive to several parts, enter the size of a single part, in bytes, in the field below:"
In the box, type 10000000 (ten million, no comma)
Hit the "Finish" button.
Depending on the size of your movie, WinRar will take several minutes to an hour or so to split the movie.
Be warned, though, all those parts will be saved on your desktop. I haven't found a way to change this default for the wizard.
You'll then need to email all the parts to your friend, who will have to save them all in the same folder. The first file will be named (moviename).exe. The other files will have names like (moviename).partr00, (moviename).partr01, etc.
Once all the parts have been sent to your friend and provided he has saved them all in the same folder, double-clicking (moviename).exe in Windows Explorer will extract and join all the parts, even if your friend doesn't have WinRar.
Hope this helps.

you can use windows movie maker in your start menu. if movie maker can not read the file you will have to re encode the file first with a program like Max Media Creator ( http://www.codejunkies.com ) or you can use windows media encoder 9 ( microsoft downloads ). once the file is re encoded then windows movie maker should load the whole file and you just pick the parts that you want and save to your computer. with this you can only make one part at a time but once you save your first file then you just delete the stuff that you just created and then add the next part and so on.
