I think they look for a strong British accent to show the original archaism of those 17th century pirates.Unfortunately many American movie maker doesn't respect the intelligence and curiosity of average American.
Although It is true that many American are still not able to make the difference between north Irish and south Irish, Scottish and British.
Since Scottish accent is even stronger than the British English one and for the fact American are more familiar with Scottish, due to so may pioneers who immigrated to the united states.
Well they just presume the average American is dumb anyway so they put an Scott accent to awake people curiosity to the film and pay more attention to the words.
In fact there is not record of Scottish pirates, most pirates were English, french, Netherlanders.
