KMnO4 will easily oxidize primary amines to nitro compounds especially if the carbon that is attached to the amine is tertiary. Aromatic amines can be oxidized to nitroso compounds and other amines can also be oxidized to hydroxylamines and N-oxides but KMnO4 is not necessary for this reaction. Hope this helps.
