Spain would give you a better cultural perspective. If you are doing it through your school the costs should be the same with the possible exception of room and board. My daughter did a semester at University of Seville and paid $2,000 to stay with a Spanish family, non-English speaking, for 5 months.

She carried 18 hours in Spanish (6), International Affairs (6) and Religious Culture (3) and European Culture (3). What you study should be relevant to your course of study or intended career.

First, Mexico is a lot cheaper than Spain so it depends on how much $ it is going to cost or what you want to spend. Then you might want to ask a school counselor so they can look up legit programs so you don't find yourself somewhere you don't really like.
