While cheap media is often the case, most media nowadays, even generic CompUSA specials are rated at least 4X if not 8X. Burning at 1.4X usually implies a different problem.
I'd check IDE channel status and make sure is still running with DMA mode on. Running games with Starfoce copy protection has been known to mess up the Window internals and decrease the speed.
To check that, assuming XP, right-click my computer, select Properties. Go to Device Manager, then find your IDE controller. You may need to expand the entry to show the primary and secondary. Right-click primary, and select properties. On the 2nd tab it should say DMA enabled, and running in Ultra DMA 6 or Ultra DMA 4 or something like that. If it says it's in PIO mode, you have a problem. Check the Secondary as well.
If it *is* in PIO mode, have your Windows CD ready. Then from the device manager, REMOVE the primary or secondary, whichever was in PIO mode (or both, whatever). Then shut down and restart the PC (through the start button). Upon restart, Windows should reinstall the IDE drivers and hopefully fix the problem. You can then try to burn again.

It may be the media. Did you recently buy some new blank DVD's. They may be rated at a slow writing speed. Most burning software will recognize this and kick down your recording speed of your burner to match the speed of the media that your project is being burnt to.
