A free one, if you like, is the Amaya browser from the W3 (WorldWideWeb consortium - they write the standards for the web, ya know!) Amaya is an OFFLINE browser, and it can get kind of stoopid at times, so...
If you're willing to shell out about $50, the VERY BEST website file editing program (CSS, and HTML, and PHP, and JAVASCRIPT, and ASP, and the others), IMHO, is WeBuilder - get it at http://www.blumentals.net
