I want to know what powers have been granted to the policymakers? any link where I can find full information on this?

In effect, yes -- by the literal wording of the laws, no.

Policymakers control how the election process happens, and spin how people view the candidates. Which has a direct and major impact on how the vote turns out.

While they decide who runs, the final decision remains with those who vote. Unfortunately however, they have limited options by that stage.
