I feel pretty safe right in my own home!

No. Amsterdam is the safest, because it is legal there.
Aside from that, quitely in your own home is the best. You home is your castle, and the cops need a warrant to raid it (as a rule, with limited exceptions).
On a boat, watch out for the Coast Guard.

Of course! We go to one of those "side canals" off the river, hunt for alligators and spark it up! You'd be shocked how many alligators are in the rivers down here
