A federal govt has multiple hierarchy levels, with both the central authority and the states (or provinces) both being sovereign.

In a federal govt, the central (national) rules override the state rules. In a confederate govt, the state rules override the national rules.

In a unitary govt, there is no hierarchy of sovereign powers. States have no authority to pass their own laws, and the central (national) govt can order the states to do anything -- just like a state can order a town to do anything, because the town is not sovereign.

Federal form- 1. In federal government most of the powers are delegated to local governments or provinces. 2. Federal government is a democratic government in which local governments can also enjoys some powers regarding governing and decision making in their respective regions. 3. In federal government there are two governments, one at central position and other at state or province level. 4. Federal government must have a constitution. 5. Judiciary can interfere In case of disputes between institutions in federal government. Unitary form- 1. In unitary government system powers remained at central place. 2. Unitary government is not as much democratic form of government due to decision making power at central place. 3. Unitary government has just one government. 4. Unitary government may or may not have a constitution. 5. In case of unitary government, even highest court cannot give judgment or remarks on the law or bill passed by parliament.
