All I know is that her was a pitcher, 3rd in the nation, (or atleast when I got this ball signed about 5 years ago) His name begins with an R (first name), and his jersey number is 44.

Not enough info....

Oswalt debuted in the majors in 01 so it could be his and he is #44...Great guy and a great player...I have several of his autographs..my favorite is a newspaper article and picture he signed after the USA olympic baseball team won.

Actually, Roy Oswalt on the Astros is #44 and if you have his signature it is a good one. The problem you would have is proving that it is his signature and most collectors would want to have that. An Oswalt signed ball with a certification of his signature could carry a value of about $100. It is not Nen because his jersey was #31 and he has been out of baseball since 2003.

That sounds like it could be Roy Oswalt, starting pitcher for the Astros.
I think he was one of the best starters a few years back, but I don't know if it was 3rd in the nation.
As far as how much the ball is worth, I'm not really sure.
If I had to venture a guess I'd say you could get anywhere $15-50 if you throw it up on eBay.

It sounds like it will not be worth a whole lot because you don't have the whole signature.

I would ask a appraiser who knows baseball. Antique Roadshow.
