Can I take it or do I have to wait till my name is off the last register Im on?

Why don't you apply for the new position. If they ask whether you took an earlier exam, tell them yes and see what happens. Personally, I think it is OK but I'll check with my husband.....He is a postal worker and edit my answer tomorrow.
EDIT: It doesn't matter how many lists you are currently on. You can take the test for as many currently available positions as you are eligible for. My own opinion: The PO is not the most pleasant place to work for although it's better than being in the army but they do sometimes treat the workers as if they were in the army.
