If the moor was just purchased in the last day or two, there may be a little chasing at first so the fish get to know each other, and this should settle down in a few days.

An outside possibility is that the fantails, if more than a year old, may be females that are carrying eggs, and the moor is a male. Male goldfish will chase and harass females in an attempt to get them to lay their eggs. You can check to see if the moor is a male by looking at the coverings over the gills and front edges of the side fins to see if they have white spots (breeding tubercles) - here's a photo of what these look like: http://www.bristol-aquarists.org.uk/goldfish/info/sexing-fs.htm

If you can't determine that he's a male, and the harassment continues beyond a few days, you will need to separate the fish.

not at first its probably a territorial issue that they need to work out....but if it continues after a few days put a few more hiding places in there....maybe some artificial plants....or rocks

Seems like you don't have a deal here.
