I understand your question, I just do not know why you have posted it here.

Yes, evil begets evil, but those who are black and are working for the government are not evil just for that.

And yes, I suspect that black government employees will be able to reproduce, having the same fertility of those who are not working for the government.

I do not understand your question. I think their children will be able to reproduce but I do not understand the point of your question.
