Well, back in the days before computers were used by everyone, there were typewriters. And it just so happens, that they had a cent key of them. We have an old one at the office where I work. Click the link below to check out the pic (sorry if it's blurry, I had to take the pic with my cell phone camera) but the cent key used to be with the 6, where ^ is now located.

I have been working with computers over 20 years, there is no cent key on a standard keyboard.

Just use the decimal. There was never a cent key.

There is None but in a word document you can use
Hit Ctrl+/ (slash)+C and the cents symbol will be inserted.

I have never seen such a key on my keyboard.

huh, i never realized that!! that DOESN'T make any cents, just complete noncents!
