Is it ok to pick herbs in between rains.?

I'd like to have a little fresh lemon balm.

For fresh use yes. If you are planning to dry them you should wait until they are not damp to avoid any mold while drying.

Only when its raining are we not in Between Rains. So your left with only two chances to pick you herbs. Either in the rain or between rains
