That depends on your friend.
I meow like a cat all the time, it's something I did since I was a kid. My husband says he waits for the day a neighbor throws a shoe at me and yells "Shut up!...oohhh...sorry, Avie...didn't know it was you..." I'm not kidding, either. I have 10 (indoor) cats and care for a local feral colony. When it's feeding time, I meow and they come running.
Just because I do it, though, doesn't mean it's normal. In fact, it's a pretty big indication that it's NOT normal. But your friend meowing like a cat is not hurting anything, so just appreciate him/her for who he/she is.

i guess if he's not a REAL cat, it's okay. :) but, omg. he's messed up. maybe he's just special or wants special attention. so, maybe ask him nicely or something why he's meowing like a cat.
