Usually slow booting and slow running is from a
massive registry file
you list space on C: and D: but dont say if
they are partions on the same harddrive
or if they are seperate hardrives
The system boots on the C: drive so you can top off
D: to FULL and it wont matter
12 GB free on C: is low for adding new software
but your swapfile is already allocated so its not a problem
Reinstalling Windows XP would greatly speed up
your system it would clean up the drive (format on install)
and the registry would be tiny compared to what you have now
it would also clean out any spyware
You would only need to reformat C: but applications on D:
would need to be reinstalled if not detected by windows
install
that 256 Mb of RAM is a real problem
you need 768 Mb MINIMUM to run Windows
with minimal swapfile activity

Try these programs.
1.Advanced Windows Care personal ( or pro trial ) from
http://www.iobit.com
Run all the programs. Select tools options too.
Keep the memory cleaner resident
2. DiskSweeperFree2 from http://www.craveworldwide.com/Disksweep.zip
Select all options ( including the three at bottom left .
This program really clears lot of junk files. I think you may get 1 GB free disk space!.
3. Wise Registry Cleaner from http://www.wisecleaner.com
Delete the green marked registry entries .
4. My computer C: Properties Tools Disk clean up and
More Options Remove all old system restore files. except the latest.
5. Defragment.
6. Start run type msconfig
uncheck unneeded programs at start up ( leave Microsoft related programs alone ).. This option available in AWC in 1 above.
7. Ccleaner from http://www.filehippo.com as suggested. use regularly. ( scan the web site for more useful utilities).
Select Issues also.
If in a single Hard disk the drives C & D are available, repartitioning is a real job. :C/ Windows folder will be about maximum 3 .5 GB with all updates and Uninstall .files. ( The latter can be transferred to a CD ) Mine is now almost 3.5 GB with approx 20,000 files ( includes .NET framework also)

You can not create more space than the hard drive actually has.
Also repartitioning in Windows will erase all the existing data.
If you are out of space get a second hard drive.
If you want to speed up your system then get more memory. But I suspect that with 256 MB and a full hard disk that the best thing to do is to get a new computer.

None of the things you ask have anything to do with your computer bootup speeds. You can do several things to improve the problem, but I'd restrict it to running a free program called CCleaner. http://www.ccleaner.com This will not only repair many problems, it will also recover much needed disk space.
Partitioning your currently partitioned drive won't make an ounce of difference.

You can click start-----click run-----type msconfig------click startup tabs,then you can uncheck programes that dont need to run at startup.Then click ok to exist

I would say, DONT partition your HDD... because doing that might waste more space on your Disk... your space seems very low already (for Win XP).

you have to use Partition magic, unless you reinstall the OS.
if you want to reinstall the OS you can use FDISK from DOS.
