Usually a judge must render a decision within a few weeks -- unless there are complex legal issues, or motions that delay the proceedings.

The specific periods would be set forth in the local rules of court for the county you're in.

And no, a delay in rendering a decision is not usually considered a civil rights violation, and even if it was, you could not sue the judge for it.
