I did spray the trees with an Ortho product designed to remove mildew spots, but the spots are still there.

The spots are not mold, they are lichen a harmless organism common on bark of older trees.

Are you sure they are mildew spots? they could be a naturally-forming lichen that will not harm the tree. I would leave it alone if the tree is healthy. What you try to do to eradicate it is not necessary and will possibly harm the tree itself.
