There is no age qualification you need to get engaged... no one says that you have to marry tomorrow anyway. There are many couples who are engaged for 10 years before they get married. If you feel that strong about each other go for it, but honestly I would say give it a bit more time. Make sure the moment is right then go for it, if you still feel that strong about engagement... If I am doing the math correctly, that makes you only 16. In most states that is under the legal age for marriage. So that is probably out of the question.
Also, at 16, most women are not yet mature enough to be making a decision with whom they want to spend the rest of their lives. At this point, they are still learning what "boys" are all about, dealing with horomones, feeling the need to be special to someone - anyone, and are often more in love with the idea of "love" then when a person. And that is the way it should be. You should be growing, looking, learning, and getting right for the most important commitment of your life.
But at 16, you should probably not yet being making the decision. Having a diamond on your finger does not make the relationship any difference. If this is the right guy, he will still be there when you are old enough and mature enough to get married. But if he is not the right guy, you do not want to make promises and commitments that will only break your heart in the future.
At 16, I would adivse that you wait a couple more years before doing anything formal about the relationship. You want to be at the point where you are ready for marriage, able to support yourself, etc. before you make that comittment.
My wife and I were barely 18 when we married 30+ years ago, and she is still the love of my life. I have never regarded a second we have spend together. But we have both wished that we had waited a couple more years before we got married so that we could have finished our educations and been in a part place financially before we married.

Too young right now=yes. But there are many different ways of being "married". You can be totally committed, totally monogamous and totally in love with just each other and to me that's as close to legal marriage as you may need. Be good, safe and happy with and towards each other.

I think you are too young for marriage , or indeed the civil partnership .
Why not just continue to enjoy each others company and see how the relationship progresses

marry is never too late or early...
when the feel is there, just do it... even the feel gone later in the life, at least u had it before...
even u wait until both of ur mind mature in the later, it won't ensure u with the longer relationship, if one of u feel shallow, or got another affair...
so get it while you have it,

are u sure hes not just after sex?
u are old enough to get married althou u need perental consent,
but at 16 i think ur mad, get out there and get a life, job,a dog, u need life experiance and if ur relationship lasts longer than two more years then think about it!
