I don't think it's a matter of "no consequences anymore". I think it's a matter of lack of focus on the causes. There is a reason why teenagers get into drinking, doing drugs, unsafe sex etc. Most of the time it has to do with irresponsible parenting, abuse or mental problems that aren't being dealt with. Society also lacks resources to help deal with problems early before they grow into bigger and more serious problems. Instead society pretends it doesn't happen or that it can't do anything. Instead of stepping in and doing something everyone says "it's not my problem" and points at someone else.
